On behalf of the Research Team of the Kicking Sexual Harassment Out of Higher Education Institutions (KISH project) and theme “Ending sexual harassment in Higher Education Institutions is a responsibility for all” I welcome you all to the KISH system of prevention , reporting, supporting and managing sexual harassment within HEIs

Sexual harassment (SH), abuse and exploitation in Higher Education Institutions remains a problem that makes headlines on a weekly basis in the media. Persistence of sexual harassment at HEIs in Uganda is attributed to structural, unequal gender-power relations; and unsafe campus environment. Makerere University has put in place policies and structures to address SH (Gender Policy 2009; Anti Sexual Harassment Policy 2019, and Gender Mainstreaming Directorate). Despite these provisions, SH persists unabated at the university. The baseline survey conducted at Makerere University points to inadequate and weak implementation of the policies and structures compounded by survivor’s ignorance about their rights, mechanisms for redress and policy procedures as well as inadequate expertise and commitment to implement the policies. The existing policies and structures are reported not to be student and staff friendly who consequently are reluctant to use them.

The School of Women and Gender Studies, Makerere University, in collaboration with School of Psychology and School of Computing and Information Technology and Faculty of Arts and Social Science, Kyambogo University is implementing “A whole University Approach” to address Sexual Harassment (SH) in Higher Education Institutions (HEIs) in Uganda. The project seeks to end sexual harassment(SH) in HEIs, through a holistic approach involving all key stakeholders in the University.

The overall aim of the KISH project is to put in place and test a holistic system to prevent and respond to Sexual Harassment (SH) through student friendly innovations that address knowledge gaps, prevention and support to survivors of SH in Higher Education Institutions (HEIs).

KISH Objectives

  1. To build and enhance student’s knowledge and life skills for prevention and response to SH.
  2. To increase knowledge among staff on prevention and response strategies for SH
  3. To engage male students and staff to be active agents in ending sexual harassment in HEIs
  4. To establish a student friendly online system for reporting and responding to SH.
  5. Document and disseminate best practices for empowering students and staff to prevent and respond to SH.
Key Components of the project

  1. Online web based system for reporting, supporting and processing cases of sexual harassment (SH) in a confidential and safe space.
  2. KISH Student’s Clubs for capacity building in life skills and knowledge about prevention and reporting systems for SH for undergraduate female students. Each club is managed by a trained Coach.
  3. Online SH course covers and provides information on SH; policies and structures; sources of support and response mechanisms for staff and students.
  4. Men’s Hub provides space for male staff and students to hold dialogues on positive masculinity and agents of change as a strategy for addressing SH within in HEIs.
